Uptown's River's Edge, Bay City, MI

the project

The Uptown/River’s Edge Redevelopment Project (the Project) is a transformational, mixed-use riverfront development that is being completed in phases on approximately 54 acres of riverfront property on the east bank of the Saginaw River, south of McKinley Avenue and the Veteran’s Bridge in the City of Bay City. The Project will include over $85 million of investment when completed. 

Our Role

AKT Peerless performed environmental due diligence for the client by completing a Phase I Environmental Site Assessment (ESA), Phase II ESA and Baseline Environmental Assessment. AKT Peerless completed an asbestos and hazardous material survey and supplemental subsurface investigation to further define the due care and response activities. Additionally, sub-slab soil gas sampling, vapor mitigation design, documentation of due care compliance and due care reporting activities were completed. AKT Peerless also provided a variety of economic development services, grant writing and management and community outreach.

The Results

AKT Peerless leveraged several sources of economic development incentives which included:

  • Brownfield Tax Increment Financing (TIF) from a Brownfield Plan and Act 381 Work Plan totaling over $100 Million;
  • Michigan Department Environment, Great Lakes and Energy (EGLE) Brownfield Grant and Loan for $1 Million each;
  • United States Environmental Protection Agency (USEPA) Revolving Loan Fund (RLF) for $1 Million;
  • USEPA Multi-Purpose Cleanup/Assessment Grants of $600,000; and
  • Four separate MBT credits totaling $8.75 Million

AKT Peerless worked closely with the City of Bay City, Bay City Brownfield Redevelopment Authority, Michigan Economic Development Corporation (MEDC), EGLE and USEPA to layer and secure these various incentives.
