Environmental investigation, landfill remediation, and brownfield redevelopment services supporting a complex waste containment project in Michigan.

THE PROJECT

A private developer initiated redevelopment of a property in Rochester Hills, Michigan that contained a historic landfill requiring regulatory oversight and long-term management. The project required approvals from the City of Rochester Hills, the U.S. Environmental Protection Agency (USEPA), the Toxic Substances Control Act (TSCA) program, and the Michigan Department of Environment, Great Lakes, and Energy (EGLE) due to the nature and composition of waste present on-site. 

The landfill consisted of municipal sanitary waste as well as areas containing polychlorinated biphenyl (PCB)-contaminated waste in excess of 50 parts per million (ppm) and lead-contaminated waste exhibiting hazardous characteristics. Redevelopment of the site required a combination of waste removal, engineered containment, and ongoing methane monitoring to ensure regulatory compliance and long-term environmental protection.

OUR ROLE

AKT Peerless conducted detailed environmental investigations to define the perimeter and depth of the landfill, characterize waste materials, and evaluate the extent and concentration of methane gas. Based on investigation findings, AKT Peerless supported remedial planning that included excavation and removal of municipal sanitary waste and containment of PCB- and lead-impacted waste. 

AKT Peerless designed and oversaw construction of an engineered containment system consisting of a slurry wall keyed into a natural confining layer and a multi-layer engineered cap designed to prevent water infiltration. The cap includes a geosynthetic clay liner, impermeable geomembrane, protective soil layer to support vegetation, and passive venting with long-term operations and maintenance under Part 201 Due Care obligations. The containment design was approved by the City of Rochester Hills, USEPA, and EGLE and was installed in 2022. AKT Peerless also provided brownfield development services, including preparation of a Brownfield Plan, Act 381 Work Plan, and submission of over $8 million in eligible activity costs.

AKT Peerless successfully supported regulatory approval and implementation of a complex landfill remediation strategy involving both waste removal and long-term containment. The engineered containment system was installed in accordance with approved designs and regulatory requirements, reducing environmental risk and supporting future site use. 

AKT Peerless continues to provide methane monitoring, landfill maintenance, and brownfield services to support eligible activity submittals and ongoing compliance. Through continued oversight and long-term monitoring, the project remains protective of human health and the environment while supporting redevelopment objectives.
